This is by design, because Intune MDM client (Windows) or Company Portal app (macOS) has to validate device for compliance policies before marking device as compliant. And it can't do that for an unmanaged device. WebI was going to use AD sync but since it’s only 40 doing it manually wouldn’t be terrible. Depends on what else you have onprem connected to AD. If nothing, then just use powershell to create the users in AzureAD with new passwords. Otherwise you'll need ADConnect with pass-through auth or hash sync.
